Yes, it's haram for a Muslim man to look at women's body. It's even more haram when women are showing their bodies (partially naked),
It is not permissible to look at women with lust, because Allaah has commanded the believers to lower their gaze. Allaah says (interpretation of the meaning):
"Tell the believing men to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts). That is purer for them. Verily, Allaah is All?Aware of what they do"
God will ask us about our ''eyes", how we use them in life :
"Verily, the hearing, and the sight, and the heart of each of those ones will be questioned (by Allaah)"
A person's 'eye' can commit adultery (zina) by lustful looking at women :
It was narrated from Abu Hurayrah (may Allaah be pleased with him) that the Prophet (peace and blessings of Allaah be upon him) said: "The zina of the eye is looking, the zina of the tongue is speaking; the soul longs and wishes, and the private part confirms that or denies it."
According to a version narrated by Muslim: "The zina of the eyes is looking, the zina of the ears is listening, the zina of the tongue is speaking, the zina of the hands is touching, and the zina of the foot is walking. The heart longs and wishes, and the private part confirms that or denies it."
Narrated by al-Bukhaari (6243) and Muslim (2657).

No. You looking at them doesn't hurt them in the slightest - they are not even harmed if you think about them as being attractive.
As long as you don't harass or attack them, I can't imagine why it would be a problem.
Well if it's by accident then just look away but if you purposely watch it then it is haraam, think about it you could be doing something better in your life rather than wasting your precious time on sinful things.
