Why is this so complicated that you have the multiple answers?
1000 people = 100%
500 people = 50%
100 people = 10%
What have we done each time? Moved one to the left and put a % sign.
Ergo, 1 people = 0.1%
Yes, 1 divided by 1000 is 0.001 but to convert to a percent you'd have to move the decimal 2 places right. Just like 500 divided by 1000 is 0.5 but 50%. Understand the reasoning?

I think it's 0.1%. It's ten times greater than 1 out of 100, which is 1%, so since it's ten times greater, the decimal on the percentage moves one spot to the left.
you just make the fraction 1 over 1000 and devide the top by the bottom (numerator by denominator) and u get the decimal 0.001 or one one thosandth and the answer is 0.001%
