Can war solve problems?

Not definitively. If the winning side has a good ideology, then it will allow them to enforce that ideology; however, there is no guarantee that the winner would have any more than the best military.

Ethically, the question is asked, "Would controlling population levels be justification for nuclear war"? Obviously, the question is over stating the considerations, but it does make the point that the only thing that nuclear war would achieve is lowering population levels.
