No. An accelerated object has a velocity, a non-accelerated object still can have a velocity.
This is seen the easiest and most thorough way by looking at how velocity and acceleration and length are connected to each other
x = dv/dt
means the length that was taken by the object is the differential of the velocity
x = dv/dt = d^2a/dt^2
means the length that the object has traveled is the second derivation of acceleration
Now if you just assume that acceleration is 0 that would mean that the derivation of the velocity is 0, which means it has no slope! This would mean the velocity is a constant factor and can thus be ANY value as long as it's constant over time with no changes.
In words: the change of velocity over time is acceleration, if the velocity remains constant and does not change over time the acceleration equals Zero.
