And where in the bible is salvation ever presented as an 'offer' or "offered" to anyone?

Titus 2:11-14

11 For the grace of God has appeared that offers salvation to all people. 12 It teaches us to say "No" to ungodliness and worldly passions, and to live self-controlled, upright and godly lives in this present age, 13 while we wait for the blessed hope—the appearing of the glory of our great God and Savior, Jesus Christ, 14 who gave himself for us to redeem us from all wickedness and to purify for himself a people that are his very own, eager to do what is good.

Romans 10:9-10

If you declare with your mouth, "Jesus is Lord," and believe in your heart that God raised him from the dead, you will be saved. For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved.

All gifts with conditions are offers. That is obvious.

Whoso offereth praise glorifieth me: and to him that ordereth his conversation aright will I shew the salvation of God.

Sounds like a pretty good offer don't you think?

It is all the way through the Scriptures if you didn't read with a veil over your eyes.

But if from thence thou shalt seek the LORD thy God, thou shalt find him, if thou seek him with all thy heart and with all thy soul.

Offer unto God thanksgiving; and pay thy vows unto the most High:

Salvation is obviously offered to all who will comply with the conditions.

That is because God has predestinated salvation to all who will seek Him with all their hearts,

Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will,

That in the dispensation of the fulness of times he might gather together in one all things in Christ, both which are in heaven, and which are on earth; even in him:

In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will.

God has predestinated salvation in Jesus Christ.

Then you cannot deny it is an offer. That was what you were asking was it not? And now you have your answer.

And all may seek Him because of His promises and the salvation that He offers to all who seek Him for it. He promises to turn none away because some oppose Him and say they were not predestinated.

None need listen to you but to God only.
