Tutorial island is one of the only places on the world map that you aren't able to access. It was the very first place to be featured as the start place for new players.
One time Jagex tried to replace it with a dragon and a dungeon, similar to the one we have now. This one however, had too many bugs and glitches. Jagex decided to return to the old tutorial island. Somewhat recently though, about a year and a half ago, they replaced tutorial island permanently with the new dragon in the dungeon quest called "learning the ropes"
In a Jagex newsletter, one of the mods posted that Jagex might have new plans for Tutorial island in the form of a quest letting players go back to tutorial island.
Some facts about tutorial island are -
You could not train a skill over level 3 on the island.
It was made to be impossible to die on tutorial island, otherwise you would not finish!
There was a glitch where you could light a fire at 1hp and if a rat hit you, you would die and spawn in lumbridge with all the items that you are given to start in runescape
Tutorial island never taught members skills. They never included an update to teach about them, because Jagex felt no need to.
On tutorial island, even after the removal of the old wilderness, you were still taught about how other players could kill you in it. This may have been a factor to its removal.
not anymore. rather than using it for new characters/players, they use a beginner quest now.

Well theres no more tutorial island anymore. its some dungeon where you do a little mission. they probably havent updated the map
